On November 17, 2020, ADvancing States submitted comments to CMS in response to its Request for Information (RFI) on a Recommended HCBS Measure Set published on September 29, 2020.  The RFI asked for feedback on a draft set of recommended HCBS measures as well as stakeholder thoughts on a range of considerations including priorities for selecting measures and broader application of adopted measures for Federal compliance and oversight.

The ADvancing States response highlight three key themes:  maximizing state flexibility; use of the recommended measure set for multiple purposes; and a focus on outcome measures.
